What I think this means is that you should be the one to stand up towards corruption unfairness. maybe the saying” it’s best to follow the crowd “is actually all wrong. You should be the one who puts your foot down. Like how God commanded Moses to save his people. Out of thousands of slaves who could’ve stood up. But just needed a guide. And how heroically Moses led the people across the ocean. With Gods command ofcourse .
